Four months after the events of Turnabout Substitution, Apollo finds himself defending an enigmatic shop owner accused of arson. Meanwhile, Justice, a terrorist organization seeking to change a corrupt judicial system through violent means, has claimed its twelvth victim. Desperate for clues, the police are left with no choice but to release a convicted murderer Apollo knows only too well from prison, hoping he will give them the information they need on Justice.
